State Housing Permits Plummet: In another measure of the state’s housing slump, building permits in California dropped 22.6% in October from September, according to the California Building Industry Assn. In October, California home builders took out permits at an annual rate of 117,200 units. That is down 53.7% from October, 1989, and the lowest annual rate since March, 1983.
