Midnight Jan. 15 Is the Deadline--but in What Time Zone?

President Bush says Iraqi leader Saddam Hussein has until midnight Jan. 15 to get out of Kuwait, but there is some confusion over whose clock will be used.

U.N. Resolution 678 says only that Iraq must be out “on or before 15 Jan. 1991” but does not give a specific time zone.

“I think that at midnight, if he’s not totally out of Kuwait, the United Nations sanctions must be fulfilled,” Bush said this week.

Midnight at the end of the day Jan. 15 Kuwait time would be 4 p.m. Washington time and conversely, midnight Washington time Jan. 15 would be 8 a.m. Kuwait time on the 16th.

White House spokesman Marlin Fitzwater was asked about it, but his answer did not clear up the mystery.
