U.S. Ruling on Scholarships

The Times says financial need is the foremost consideration in awarding scholarships to minorities.
Twenty years ago the ability to do the job was the foremost consideration in hiring. Race was a secondary consideration. And then the white person was hired.
Any time race is used as a criterion it becomes the decisive factor. One group scores a 100 and the other group scores a zero. And it works both ways.
