The visas reserved--10,000 out of the 600,000 annual immigration limit--are a very small percentage and would promote diversity.
People will automatically say that the provision will only benefit potential Asian investors. Many investing immigrants will be from Hong Kong and Taiwan because of the political uncertainty back there. California would be attractive to people from Asia, because many have a lot of (business) contracts here and some have family ties and friends in the state.
However, people will also come from countries like the Netherlands and the United Kingdom and from Middle Eastern countries.
The state should attract (immigrant investors) to enterprise zones, rural areas and high unemployment areas in need of investment. That would bring important benefits for everyone.
