GRIM OUTLOOK: People here have been pessimistic about their situation since at least 1986, says pollster Mark Baldassare of UC Irvine, where the findings of the Orange County Annual Survey mirror those of recent research (above). . . . UCI’s surveys show that in 1986, 63% thought they were better off than they had been a year earlier. Declining annually, the figure fell below 50% in 1990. Those who said it was a good time to make a major purchase fell from 78% in 1986 to 46% last year.
