MOSCOW : No Break for Gorbachev
President Mikhail S. Gorbachev, increasingly embattled as he struggles to preserve the union and press ahead with his reforms, faces another tough week when the Supreme Soviet, the country’s legislature, begins its new session today.
Gorbachev must, in rapid succession, win approval of the 1991 national budget, restructure the government’s executive branch, and appoint a prime minister and other officials to lead it--all amid growing criticism from both conservatives and liberals.
Even an agreement on revenue and cost sharing between the central government and the constituent republics, reached last week, was under fire from Gorbachev nemesis and populist Russian Federation president, Boris N. Yeltsin.
