The U.S. government considers midnight Tuesday, Eastern Standard Time, to be the deadline for Iraq to withdraw from Kuwait, the State Department said Friday.

A department official said the deadline--contained in a U.N. Security Council resolution adopted in November--was set on Eastern Standard Time because it originated at U.N. headquarters in New York. That would make the deadline 8 a.m. Wednesday in the Persian Gulf region.
