Parking Complaint

I am writing this letter on behalf of all handicapped persons.

On Wednesday, Oct. 19, 1990, I had to go to the East Valley School in Panorama City. I am a disabled person. There is a designated handicapped parking space in front of this building in which I parked.

I returned to find a parking ticket on my window. I caught up with the parking enforcement person and showed him that I had a handicapped placard in the window. He told me no one was allowed to park there because they cleaned the street that day.

The only other places available to me were the south side of Lanark Street and in a parking lot adjacent to the Social Services Building, at a distance of at least 200 to 300 feet. For someone like myself, unable to walk great distances, it may as well be 10 miles.

I sent this letter to Robert R. Yates of Parking Administration. His response was that they could do nothing, that the city must clean the street. Councilman Ernani Bernardi’s office told me that I had a conflict of interest. Both were unconcerned. No one understands until they are handicapped. I am trying to change the area of this parking space. It should be moved to the first spot of the Social Services employees underground parking area.
