SEAL BEACH : Consultant Is Hired to Do Recycling Plan

The City Council has hired Kleinfelder Inc. to prepare a recycling and waste-reduction plan that is required by state law.

Kleinfelder Inc., which is also handling plans for La Habra, Newport Beach and Huntington Beach, estimated that it will cost Seal Beach $41,270 to prepare its plan. The consultant will work with the city’s recently formed Solid Waste Advisory Committee.

A draft of the plan must be submitted to the county Waste Management Commission by March 15 and must be adopted by July 1.

The recycling plan is required by a state law requiring cities to reduce their solid waste by 25% before 1995 and 50% before the year 2000. To reach these goals, each city must come up with plans for recycling and reducing the amount of garbage dumped in landfills.

Seal Beach’s plan will be complicated by the fact that four waste haulers serve the city. Briggeman Disposal handles most of Seal Beach, Rainbow Disposal picks up trash in Surfside, Cal-San hauls from Leisure World and Federal Disposal serves the Seal Beach Naval Weapons Station.
