THE GULF WAR: The Diplomatic Front : In Moscow
The SOVIET UNION condemned the attacks as an attempt to escalate the Persian Gulf War and urged Israel not to retaliate. The Israeli consul general met with Soviet officials at the Foreign Ministry. President Mikhail S. Gorbachev sent personal appeals to Syria and other traditional Mideast allies, urging restraint. In Moscow and Leningrad, hundreds of pro-Iraqi Arabs staged anti-American demonstrations.
