Leona Baumgartner Langmuir, 88, a longtime presence on the national health scene who was New York City’s first female health commissioner and later an official with the Agency for International Development. Dr. Baumgartner, as she was known professionally, revised New York’s health code as health commissioner from 1954-1962. In Chilmark, Mass., on Tuesday of a blood ailment.
