Salvadoran rebels today admitted two of their soldiers killed injured crew members of a U.S. helicopter they shot down. The guerrillas proposed that a tribunal be impaneled and public trial held to administer justice.

The helicopter, returning to its base in Honduras from San Salvador, was shot down over the eastern part of the country on Jan. 2. The United States contended that at least two of the three crewmen survived the crash but were shot to death as they lay injured.

The communique from the rebel Farabundo Marti National Liberation Front came several days after the leftist rebels said they would look into the charges.

It proposed a tribunal of FMLN members and independent participants and rejected handing the two rebel soldiers over to the Salvadoran government for trial.
