* THE MISSILE WAR: A Scud missile missed its target in Saudi Arabia and landed in the water near Jubayl on the northeastern coast. Pentagon officials said Iraqis are thwarting allied efforts to destroy Scud missile launchers by using decoys.

* IRAQI DIPLOMATS EXPELLED: The Philippine government said it would expel the Iraqi consul general in Manila, after linking him with a botched attempt to bomb a U.S. library there.

* CASUALTIES UPDATE: Since the war’s start, one American has been killed in action and 12 are missing. Nine members of the allied forces also have been killed or are missing.

* A RESCUE: In a daring dash into enemy territory, a U.S. Air Force rescue mission plucked a downed Navy pilot from the Iraqi desert Monday and flew him back to safety.

* THE ADMIRAL’S VIEW: Navy Rear Adm. John McConnell said that despite the massive air bombardment--8,100 sorties in the five-day war--Saddam Hussein and the military command are “still in control of military activity in the country.”

* THE AIR WAR: A U.S. commander says the air war will go on at least two more weeks. Military analysts say allied air attacks must still take out Iraqi roads, supply depots, communications links, missiles and antiaircraft sites before a land war can be waged with minimal losses.

* POWS AS HUMAN SHIELDS: Iraq said it was turning allied prisoners into “human shields” to guard against what it called U.S. attacks on civilian targets. Baghdad said it scattered prisoners of war at “civilian, economic, education and other targets.” President Bush said Hussein is “dead wrong” if he thinks brutal treatment of pilots will muster world support.
