British Air Criticizes U.S. Decision: British Airways said the Transportation Department’s decision to let foreigners own up to 49% of a U.S. airline did not go far enough because foreigners may not own more than 25% of voting stock. British Air said it hoped “a minor relaxation of U.S. law” would not influence British negotiators into “conceding valuable rights” at London’s Heathrow Airport. The U.S. government has been pressing for expanded access to Heathrow for American carriers, which would compete for transatlantic travelers with British Air.
