MISSION VIEJO : Council to Explain Tentative Zoning

Residents are invited to express opinions tonight on a tentative agreement between the Mission Viejo Co. and city officials over the use of 12 disputed sites in the city.

The council also will explain in detail the proposed zoning for the 12 areas.

“We’ve identified the conflicts,” said Councilwoman Susan Withrow. “Now we will find out if the majority (of residents) is pleased with what we’ve negotiated. We are going to listen enthusiastically to their feedback.”

In addition to possibly resolving the land-use issues, Withrow said the Mission Viejo Co. has agreed to grant the city seven acres near Crown Valley Parkway, which some city officials would like see used for a civic center.

The site originally had been offered to the city last May, with the condition that the city approve company plans for a commercial project on Crown Valley Parkway. The latest offer “has no strings attached,” Withrow said.

The development firm and the city have been battling over control of land since October, when the City Council passed a general plan that conflicted with an agreement that the county signed with the Mission Viejo Co. before the city’s incorporation in 1988. Both documents are blueprints that map where, and how much, development can take place.
