Keating Judgment Sought: Federal regulators said Friday they are seeking a judgment on two of the administrative charges against former thrift operator Charles H. Keating Jr. and six associates for diverting millions of dollars from the failed Lincoln Savings & Loan Assn. of Irvine. The Office of Thrift Supervision said it has asked Administrative Law Judge Paul J. Clerman to rule on the two charges, involving allegations of “self-dealing” and “unsafe and unsound” business practices against Keating and his associates. The OTS originally filed administrative charges in August against Keating, seeking $40.9 million in restitution of funds diverted from Lincoln.
