Venezuela to Privatize Telecommunications: The country is the latest on a growing list of Latin American nations that have decided to modernize their ailing telecommunications systems by privatization. International advertisements are expected to appear within days, inviting telecommunications companies to take over the country’s chronically inefficient phone company, CANTV. Whoever presents the most ambitious plan for developing CANTV’s network--including upgrading run-down pay phones and building a rural phone system--will have the best chance of taking over the company, the government said.
