The Polish government said it will resume talks with Moscow on its demand that some 50,000 Soviet troops in Poland leave by the end of 1991, and added they must pull out before the Soviet army starts to withdraw from Germany. A government spokesman told a news conference in Warsaw that there had been three rounds of talks so far on the troop withdrawal and another was scheduled to begin in mid-February. Soviet troops already are withdrawing smoothly from Czechoslovakia and Hungary.
