Help-Wanted Advertising on Rise: Advertising for job openings in 51 newspapers nationwide rose in December for the first time in five months, indicating that a decline in labor market conditions may be easing. The Conference Board said its seasonally adjusted help-wanted advertising index rose to 109 from 108 the month before, but remained well below the level of 149 in December, 1989. Advertising rose in six of nine regions, but declined in the Pacific region, consisting of Los Angeles, San Bernardino, San Diego, San Francisco, Sacramento and Seattle.
