Prime Minister Toshiki Kaifu of JAPAN fought to save his Gulf aid plan, telling Parliament that $9 billion earmarked for U.S.-led forces would be used for peaceful purposes. Kaifu has not been able to garner strong support for his plan to help the allies and send military planes to evacuate refugees from the Gulf War. Opposition legislators charge that Japan would be violating its constitution if it directly supports a war with money. Anti-war, religious and medical groups said they will charter commercial airplanes as an alternative to the unprecedented government plan to send military planes to evacuate refugees.
