BART SIMPSON is on his way to the White House. Defense Secretary Dick Cheney pledged to carry home a doll of the cartoon character from an F-117A Stealth fighter group in Saudi Arabia and place it on the President’s desk. “Bart’s been our mascot and inspiration,” said Staff Sgt. John Pennell, who presented the doll to Cheney. “He’s not an underachiever here, he’s an overachiever.”
