Katie Louchheim, 87, a former State Department official in the Kennedy Administration and onetime vice chair of the Democratic National Committee. Mrs. Louchheim was an active member in the Roosevelt, Truman and Kennedy administrations. In 1962, she became one of the highest-ranking women in government when she was named the State Department’s deputy assistant for public affairs. She wrote about her experiences in a 1970 autobiography, “By the Political Sea,” and about the Roosevelt days in “The Making of the New Deal: The Insiders Speak,” published in 1983.
