World IN BRIEF : JAPAN : Strict Rules Set for Radioactive Leaks

The Japanese government imposed strict rules for shutting nuclear reactors down quickly after surges of radioactivity. The rules require that a plant be shut whenever there is an abnormal radioactivity increase of 20%. Previously, a decision to shut down had been left to management. The government acted in response to an accident at the Mihama plant in which a broken water tube let radioactivity escape.
