The State Department offers two phone numbers that Americans CONCERNED ABOUT OVERSEAS TRAVEL can call for the latest information on conditions in countries they plan to visit. Spokeswoman Margaret Tutwiler said there have been about 140 terrorist incidents against U.S. or allied interests since the start of the Persian Gulf War five weeks ago. The vast majority have been small-scale attacks that caused no casualties, she said.
