“Prompt and unconditional Iraqi withdrawal from Kuwait remains the proper purpose of Desert Storm and must mean the end of the military campaign barring some new provocation. The rest of the U.S. agenda--defanging Iraq as a possible aggressor, promoting a modicum of stability conducive to more general settlements--will be accomplished by traditional diplomacy. That will be the hard part, but there is no hope for any durable ‘new world order’ unless the Administration is ready to make the effort. From the outset, the Gulf crisis has been a challenge more to American statecraft than to American military power.”
