Norman W. Brown, 60, chairman and chief executive officer of Foote, Cone & Belding Communications Inc., Chicago, will retire on Dec. 31, 1991, after 33 years with the company. Effective May 15, W. Bruce Mason, 51, chairman of FCB’s Central Region and North American Operations Group, will succeed him. The company also named John B. Balousek, 45, president of FCB/West and general manager of FCB/San Francisco, president and chief operating officer.
