The Kremlin said Iraqi leader Saddam Hussein “has capitulated,” and it urged the United Nations to call an IMMEDIATE CEASE-FIRE in the Gulf War. “Saddam Hussein has practically thrown out the white flag. He has capitulated,” said Vitaly N. Ignatenko, spokesman for Soviet President Mikhail S. Gorbachev. “It is in everyone’s interest that the war end today.”
