S&L; Withdrawals Hit 16-Month Low: Withdrawals from the nation’s savings and loans eased in November to $2.9 billion, the smallest amount in 16 months, the government said. The outflow was markedly less than the net withdrawals of $7 billion in October and $8.7 billion in September. It was the best deposit report since thrifts recorded a net inflow of $65 million in July, 1989.
