Value of Pentagon Contracts Rises: The value of major Pentagon contracts rose 3.6% in fiscal 1990, ending a five-year decline, the Pentagon said. California was by far the biggest recipient of defense contracts worth $25,000 or more, with pacts valued at $22.31 billion, the Pentagon said. That was a decline of 3.5% from fiscal 1989. Next in value of contracts awarded were Texas, with $9.13 billion, down 1.4%, and Massachusetts, with $8.17 billion, down 13.5%. The total value of major contracts issued during the fiscal year ended Sept. 30, 1990, was $136.96 billion, up from $132.18 billion in fiscal 1989.
