If the parcel tax on the June 4 ballot is again rejected by voters, as many as 11 teachers may have to be laid off to avoid a deficit for the 1991-92 school year, the Beverly Hills school board decided Tuesday.

The school district projects a $1.3-million deficit and plans to cut non-teaching employees and reduce reserves from 3% to 2%. The budget for the year is projected to be $28.4 million.

The proposed parcel tax--the third such tax attempted by the board in four years--would bring in about $4.3 million a year for five years and must be approved by two-thirds of the voters. Parcels of land in the city would be assessed $250 to $750 a year, depending on their size and use.
