From Times Staff and Wire Reports

The fifth of five members of the Arizona House of Representatives indicted on bribery charges after an undercover agent passed out cash in exchange for votes in favor of legalized gambling pleaded guilty and resigned. Phoenix Democrat Sue Laybe was the third member of the House to quit in two days. Tuesday and early Wednesday Jim Meredith and Jim Hartegan joined Don Kenney and Bobby Raymond, who had resigned earlier in the scandal, which became public three weeks ago. The House ethics panel will no longer have to render judgment on the five, but will consider action against five other unindicted members.
