CLOSED WALLETS: The price of running for the state Senate in special elections is going down. Last year, four candidates shelled out nearly $2 million. There are 10 candidates in next Tuesday’s balloting, in a different district, to fill the seat vacated by John Seymour when he was appointed U.S. senator. But the tab is expected to only be around $500,000. . . . Frank Hill, who won last year’s contest, says it cost so much because “I had a couple of multimillionaires in the race” and they spent a lot of their own money.
