Green Label Bills in 11 States: In another move to take up what they see as a federal vacuum in controlling use of such terms as recyclable, biodegradable and earth-friendly, a coalition of environmentalists announced that legislation will be proposed in 11 states to set definitions and minimum standards for consumer packaging. The states are Florida, Illinois, Maine, Massachusetts, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Oregon and Vermont.
