SEND THE ENVOY: Orange County gets its first foreign consulate not run out of someone’s home Monday with the opening of Singapore’s office in Santa Ana Heights. Honorary consul general is Daryl Arnold of Corona del Mar, a Reagan Administration envoy to Singapore . . . A county official notes that a Huntington Beach woman runs the Paraguayan consulate out of her home. The ceremony marking the opening will be in Los Angeles.
