LA HABRA : City in Stage 3 of Water Conservation

Responding to a 30% cut in supplies from the Metropolitan Water District, the City Council earlier this week imposed tougher, third-stage water-conservation measures, including fines.

Officials said that Stage 3, designed to reduce water usage by 15% to 25%, requires mandatory compliance with penalties for violators.

Residents and businesses must restrict water use for everything from private lawns to commercial nurseries to the period between 6 p.m. and 6 a.m. Car washing is prohibited, except at commercial carwashes.

First-time violators will receive a written notice warning them to cut back. For a second violation, the city will install a water-flow restricting device in the water line for up to 48 hours or until the resident or business complies with the guidelines. A $35 fee will be charged to remove the device.

A third violation will result in discontinued water service for up to 24 hours and a $70 charge to the customer to restore service.
