OXNARD : Navy Veteran Files Police Brutality Suit
A Navy veteran filed a $100,000 police brutality claim against the city of Oxnard after he was allegedly struck with a baton in the back seat of a police car.
Kevin Ray Hoestekoetter, 29, suffered three broken teeth.
He had been arrested on suspicion of battery and resisting arrest, but charges were dismissed by the district attorney’s office, court records show.
“The officer had no business striking a handcuffed suspect with a night stick in the mouth,” Hoestekoetter’s attorney, Janet A. Palilla of Oxnard, said in the complaint filed with the city last week.
Assistant City Atty. Charles P. Wessler declined comment.
