SCORECARD: County legislators took it on the chin again from the California League of Conservation Officers. The group gave Assemblyman Ross Johnson of Fullerton a zero for his votes on 36 environmental measures. Colleagues Nolan Frizzelle and Gil Ferguson got scores of 17%. . . . A year ago it was Ferguson and Frizzelle who got the organization’s lowest marks. The county lawmakers are Republicans; the league’s highest marks went to Democrats. Best score by a local Republican: Doris Allen with a paltry 35%.
