Northwest Airlines, St. Paul, Minn., has appointed John S. Kern, one of the highest ranking officials at the Federal Aviation Administration, to the newly created position of vice president-flight procedures, training and standards. Kern is the FAA’s deputy associate administrator for regulation and certification.
