IT’S IN THE MAIL: The IRS will make it official next year, and not require filing until Aug. 15 if you’ve got a refund coming. Now you technically have to file a request for an extension. H&R; Block regional executive J.D. Rinde in Garden Grove says there’s no real reason to ask for more time if money will be coming back, though “some people feel better” following the procedure. . . . An idea whose time is bound to come: paying the tax people by credit card. Rinde says putting taxes on the plastic is “being tested in several markets” but “not in Southern California.”
