The Moscow City Council says former East German leader Erich Honecker, 78, flown in secret to the Soviet Union last month by the Kremlin, is no different from any other newcomer. He needs a residence permit.

Mikhail Karpov, Moscow City Council’s chief press officer, said Wednesday that no official application had been made to obtain a residence permit for Honecker.

Germany’s Berliner Kurier newspaper quoted a top Moscow official as saying that local authorities had refused to allocate Honecker an apartment because he had no permit.
