Do children need creative outlets? Is it wise for policy makers who have to make budget cuts in elementary and secondary schools to think first of programs that stress creativity, such as music and art?

That those questions deserve an emphatic “yes” and “no” is clearly proved by “Shooting Back: Photography by Homeless Children in Washington, D.C,” a moving half-hour documentary airing at 11:30 tonight on KCET Channel 28. The show profiles the activities of Jim Hubbard, a former UPI photojournalist turned activist who, through his D.C.-based Shooting Back Education and Media Center, has enabled countless homeless children and young people to take photographs of their community to express themselves and document their lives.

Scripted, produced and directed by Robin Smith, this quietly ripping program weaves together interviews with Hubbard and shots of the children.

The show concludes with scenes at an exhibition of the photographs. The looks of joy and pride on the shooters’ faces communicate the power that the expression of creative energies can bring.
