New Time Warner Unit: Time Warner Inc. has created a subsidiary called Time Warner Telecommunications. It will identify and develop new technologies and explore the use of radio for mobile communications. The telecommunications division, which will be based in Washington, will be headed by former Federal Communications Commission Chairman Dennis R. Patrick.
