Soviets Plan Step to Full Convertibility of Ruble: The Soviet Union plans to take another step toward full ruble convertibility by letting citizens and foreign investors freely buy and sell foreign currency--but only within the Soviet Union. The plan is aimed at enticing more foreign investment by letting companies turn ruble profits into hard currency at market rates, the government newspaper Izvestia said.
