William H. Heyman, a former top Wall Street executive, has been appointed head of the Securities and Exchange Commission’s market regulation division.

Heyman replaces Richard Ketchum as top stock market watchdog for the SEC. He had joined the agency as Ketchum’s deputy in February. Before that, he was a managing director and head of arbitrage at Smith Barney, Harris Upham & Co.

Ketchum, chief of market regulation for the past seven years, left the SEC earlier this month for a newly created senior position at the National Assn. of Securities Dealers.
