Pasadena : Hawkey Presents ’92 Budget

A $273-million 1992 operating budget was presented to the City Council by City Manager Philip Hawkey.

The proposed budget is $9 million less than last year’s, mainly due to a smaller amount--$119 million--to run seven city programs. Those include the water and power departments, where fees for services cover all operating expenses.

Meanwhile, the proposed general fund of $122 million is only $1 million more than last year’s. The remaining $32 million includes federal grants and money for city agencies such as the Community Development Commission and the company that operates the Pasadena Center.

Because of a $10-million gap between anticipated expenses and income, Hawkey proposed leaving 14 jobs vacant and abolishing 21 more, most of them now vacant.

The reductions include eight Police Department employees, four of them officers. On the other hand, the budget includes the addition of seven firefighters. A final budget must be adopted by the end of June.
