Sens. Jeff Bingaman (D-N.M.) and Richard H. Bryan (D-Nev.) were appointed Wednesday to the Senate Ethics Committee, a move that brings the panel to full strength to continue its pending investigations.

Majority Leader George J. Mitchell (D-Me.), who announced the appointments, said Bingaman will immediately fill the seat left vacant by Sen. David Pryor (D-Ark.), who resigned the committee post after a recent heart attack.

Bryan will take the membership seat held by Sen. Howell Heflin (D-Ala.). Sen. Terry Sanford (D-N.C.), a current member of the committee, will become chairman after Heflin leaves. The six-member panel is split evenly between the two political parties.
