CLIPBOARD : Medical Board Disciplinary Actions

The Medical Board of California, formerly known as the Board of Medical Quality Assurance, licenses physicians and other health professionals. The board also investigates complaints about medical care and issues disciplinary actions. The most serious penalties include license revocation, suspension and probation.

Each decision becomes operative on the “effective date” unless a stay order is granted by a court upon the request of the licensee filing for judicial review, which may be after the preparation of a Medical Board report. Stay orders do not occur in “stipulated decisions,” which are negotiated settlements in which further appeals to the courts are waived.

Accusation “withdrawn”or “dismissed” means that the charges were dropped by the board before the matter went to an administrative hearing, or that the matter went to litigation and the respondent/licensee prevailed. Following are the Orange County medical professionals (broken down by medical specialties) subject to serious disciplinary action, according to the Medical Board of California Hot Sheet monthly summary dated May 1, 1991.

PHYSICIANS AND SURGEONS:

Tad Emory Lonergan, Fullerton

License revoked. Decision effective April 8.

William F. Pfisterer, Fullerton

License revoked, stayed, five years’ probation with terms and conditions including 120 days actual suspension. Stipulated decision effective April 19.

Enriqueta Silva, Santa Ana

License revoked, stayed, seven years’ probation with terms and conditions including 90 days actual suspension. Stipulated decision effective April 22.

Charles W. Turner Jr., Santa Ana

License revoked. Decision effective April 24.

Rajendra G. Desai, Santa Ana

Voluntary surrender of license in lieu of formal proceedings. Stipulated decision effective April 26.

PSYCHOLOGIST:

Everett L. Shostrom, Laguna Beach

Voluntary surrender of license in lieu of formal proceedings. Stipulated decision effective April 30.

ACUPUNCTURE SCHOOLS:

South Baylo University, Garden Grove

Accusation and petition to revoke accreditation withdrawn, April 16.
