Insurance Solution

During the current furor over high auto-insurance rates, the Legislature is overlooking a simple solution because it does not contain a clear victory for either the insurance companies or the attorneys. Insure the driver instead of the vehicle.
This allows the company to charge each driver according to his or her record and prevents a good driver from buying low-cost coverage and then allowing a bad driver to use his/her vehicle.
It would also allow the DMV to make sure each licensed driver has insurance in order to keep a license in force.
