The NHL Players Assn. maintains that the league has no right to unilaterally reduce rosters from 18 players and two goalies to 17 players and two goalies, as it did on the final day of its meetings Monday in Buffalo, N.Y. NHLPA spokesman Sam Simpson said in Toronto that the rosters were part of the contract settlement reached with the league in 1988 and, as such, cannot be changed without the players’ consent.
