From Times Staff and Wire Reports
The United States turned over to the Philippines Camp John Hay, one of its oldest military bases abroad. The move was part of a general reduction in the U.S. military presence in Asia. The United States, in the meantime, hopes to reach an agreement on the continued use of Clark and Subic bases by the end of this month.
